State's Fiscal Picture Uncertain J.5 Million Cut
The State University of
New York is now facing one
of the most severe crises in
i t s history as a result of the
recent action by the New
York State Legislature on
t h e SUNY Budget. The
Legislature cut 7.5 million
dollars out of the 37.2 million
dollar SUNY budget increase
recommened by Governor
Carey. The Governor's
budget figure represented
only a 6.1 per cent increase
o v e r l a s t y e a r ' s ap-propriations,
less than half
t h e funding necessary
merely to cover inflationary
increases. SUNY Chancellor
Ernest Boyer has noted that
the Governor's recommen-dation
of a 37 million dollar
increase means, in real
dollars, an actual eight
million dollar decrease in
base funding. Both SASU
and UUP agree t h a t when in-creased
faculty workload,
r i s i n g enrollments, and in-flation
are taken into ac-count.
even a "no-growth"
budget for State Universtiy
would be considerably larger
than the 45 million dollar in-crease
suggested by the
Chancellor.
The Governor's budget in-creased
the student-faculty
r a t io for the n i n t h time in as
many years, and proposed
the elimination of more than
200 faculty and professional
staff jobs SUNY WIDE. The
legislative cuts, if not res-tored
in the supplemental
budget, will mean the loss of
many additonal j o b s through
m a s s i v e r e t r e n c h m e n t,
faculty and staff layoffs, and
cutbacks in student services.
Coupled with the projected
enrollment increases,such
lay offs and cutbacks will
deal a c r i p p l i n g blow to the
educational quality of the
University.
The four Medical Centers
of State University which
t r a in more physicians and
n u r s e s t h a n almost any other
University in the nationalso
proqide essential health care
services to the citizens of
New York. Yet they have
been especially hard hit by
the budget, and will literally
be forced to close many hos-p
i t a l beds and curtail
emergency room and other
e s s e n t i a l services, many of
w h i c h g e n e r a t e State
r e v e n u e s . The cost of
m e d i c a l s u p p l i e s has
skyrocketed; and understaf-f
i ng can seriously threaten
the accreditation of SUNY'S
teaching hospitals. Failure
to increase funding in these
c r u c i a l areas will not only
damage the University and
its ability to provide quality
health and patient care, but
will a l so cut severely into the
S t a t e ' s already scarce
medical services.
UUP and SASU recognize
that the State's f i s c a l picture
is uncertain. However, while
it may seem expdient inthe
short run to cut back in
e x p e n d i t u r e s for public
h i g h e r education, such
a r t i f i c a l economies will do
s e r i o u s damage to the
economy in the long run.
Both the State and the nation
depend upon highly sophis-ticated
management skills, a ^
c o n s t a n t l y expanding ^
technology, and a skilled, T
intelligent, and flexible labor
f o r c e . P u b l i c higher o
education of high quality, ^
available to all citizens, is
therefore probably one of the 'O
w i s e s t i n v e s t m e n t s any ^
State can make. Billions of
