TUITION INCREASE

Once again the Central Administration of the State University, located in
Albany, has demonstrated its concern over the high cost of living and have
decided to do something about it-they have decided to raise tuition! Not just any
small amount, but a rather large sum (no one will ever call them pikers) For
freshmen and sophmores the tuition hike will be an additional $50 per semester,
and for juniors and seniors it will be the measly sum of an additional $ 150 a
semester. In addition there will be an additional hike of $100 per semester for
dormitory rooms, and the State will cease to subsidize the Centrex phone system.
All this was passed on to myself and other newspaper representatives of State
schools by none other than Chancellor Boyer-head of the State schools.
Before you go out and protest you must first understand why these actions
are to be taken, or at least that's what I was told. As all of you might well be
aware there is, at the present moment a very poor monetary recession. In addition
there is a bad inflation due to the fact that at the present time the majority of the
population of the State is composed of older and younger people, with the
minority being the wage earners. This makes for less income taxes collected.
Because of this the State University found itself at a "0 Growth Budget"-there
would be no new expansion of the facilities of the State University. Although this
practice was instituted there was still a bill of $30 million for maintenance of the
existing facilities.
Another point to consider is that while you students who will have to pay
tuition increses may consider yourselves the unfortunates, think of the students
who won't even be able to enroll next year because of lack of facilities.
The State University, in its budget requests for next year have asked for a
total of $571 million as the minimum needed to operate properly. Unfortunately,
Governor Rockefeller, in his infinite wisdom, has decreed that only $483 million
will be given. Strange that he is so quick to cut other budgets-as many of you
might have heard his brainchild, a monument to his greatness, the Mall in Albany
continues to move full speed ahead, with never a budget cut mentioned.
And so we come to the purpose of this lecture-the reasoning behind the
intended tuition increases for next year. Unfortunately all this explaining has
succeded in only one thing-it has clouded the issue of the fact that because
Governor Rockefeller feels that he alone is all wise in the decision of to what
worthwhile projects monies should be allocated (such as his Mall) the State
University will recieve little money. Yet when you think about it he's perfectly
right. Students after all are nothing but old children, and surely you know that
children are there only for the gratification fo one who likes power. As for these
'children' having a say in things affecting them, preposterousiadults know better.
As for their being the future governors, presidents, etc., no way-Governor
Rockefeller will live forever.
