Ambro Asks LI Court Dist
Congressman Jerome A.
Ambro ( 3rd- N. Y.) has drafted
and introduced a bill establishing
a separate federal judicial
district for the counties of Nassau
and Suffolk.
The legislation would separate
the counties from the present
Eastern Federal District and
create a " Northeastern District"

for the bi- county region. A new
U. S. courthouse and federal
complex would have to be built on
Long Island, if the Ambro
recommendation is successful.
The Eastern District, the third
most populous in the nation with
more than 7.5- million people, is
now headquartered in Brooklyn.
It includes Staten Island,
Brooklyn, Queens, in addition to
Nassau and Suffolk.
According to Ambro, setting up
a new district represents a more
realistic effort than merely
calling for construction of
another U. S. federal court
building to serve as an annex to
the existing facilities in
Brooklyn.
Judiciary Committee Chairman
Peter Rodino said Ambro's
bill will be referred to the
Federal Judicial Conference for
review and recommendation.
The conference is made up of
high level federal judges from
across the country and is chaired
by the Chief Justice of the U. S.
Supreme Court, Warren Burger.
If the idea for a new judicial
district is approved by the conference,
the House Judiciary
Committee will then rule on the
legislation. Once passed by
Congress and enacted into law,
planning for construction of the
complex would begin.
Ambro, a member of the
Subcommittee on Buildings and
Grounds o? the Public Works
Committee, has received
assurances from the panel's
chairman, Congressman Norman
Mineta of California, that the
prospectus for construction
would be considered soon after
creation of the district.
One problem that arose in
drafting the legislation was a
requirement that a specific site
be chosen and location of the
buildings spelled out in the bill.
Since competition for the site
selection among several Long
Island municipalities would be
great, making its location controversial,
the language in the
bill states that the " Court for the
Northeastern District shall be
held at a suitable site within such
district not more than five miles
from the boundary of Nassau and
Suffolk Counties."
When a specific site must be
chosen, the language will be
amended to incorporate a
location agreed upon by interested
officials at the federal
and local levels, the respective
county bar associations and
private citizens.
The proposed district will soon
contain 3- million people, Ambro
