Commodore Wadhains has been appointed a member of the .State Board of Parole, and ha the closing of his address he gave a description of what was gone through with by this board before determining upon pa- rolng or referring for a pardon, of any convict. He pointed out how every criminal began his criminal life by first taking part in a petty larceny, which gradually led towards more ser¬ ious crimes and he further stated that in almost every case, drink was really responsible for all crime committed.
