"Some Realistic Ideas on V.D. Control'

This presentation was given to
the Nassau-Suffolk Comprehensive
Health Planning
Council Special Committee on
V.D. control, at the Jericho High
School on April 20, 1974.
Great efforts have been made
over the years, to control and
eventually eliminate VD. Informational
programs have run
the gambit from the highly-refined
clinical approach to outright
gutter talk. Booklets and
pamphlets have been produced
by the millions, and are available
to all through organizations and
distribution centers too
numerous to mention. Tests and
treatment centers are readily
available, as are preventive contraceptives,
at no charge to the
indigent. VD study has been
incorporated into health curricula
throughout our nation's
schools. And yet, in spite of all
these programs, VD continues to
rise, now reaching epidemic proportions.

Jt is time to take a long hard
look at what has been done, what
we are doing, and whether these
efforts are working, and the facts
would indicate that something is
wrong Everyone talks about
realism; unfortunately, there
appears to be some conflict as to
which is the realistic approach.
Since this meeting is intended as
a forum for constructive suggestions,
I would like to present
another version of the realistic
approach.
First, let us examine the known
Fact 1. For all intents and
purposes, VD is caused by sexual
contact with an infected person.
Fact 2. Consult any doctor or
medical encyclopedia, and you
will be told that the only sure way
to avoid syphilis and gonorrhea is
If we start off by admitting the
facts and analyze past efforts,
attitudes, and results, we may be
able to accomplish something
constructive. If we aspire to the
claim that mere knowledge is a
cure-all in this area, and if we
narrow-mindedly cling to this
premise, then we adhere to a
theory of proven failure.
Nowhere has this been more dramatically
demonstrated than in
Sweden. Sweden - the contraceptive
society - with 20 years of
public school sex-education starting
at the earliest age - with
contraceptives sold from vending
machines on street corners.
Sweden - the pilot program for 20
years, the ultimate test. The
result - utter and dismal failure.
All the evils that sex education
was supposed to cure have run
rampant through Swedish society,
- VD, divorce, suicide, Ulegit-imacy
and «bortldny yes illegitimacy
and abortion too - in the
contraceptive society. Clearly
then, education and information
alone are insufficient. It is only in
recent years that the rest of the
World has challenged Sweden s
supremacy as the leader in
sexually-related problems,
implementing and adopting the
same permissive attitudes and
behavoriaL practices taught in
the Swedish school systems as
"family life" and "sex
education." Are we to follow in
Sweden's footsteps?
Let us now take a look at a contrasting
society where VD has
been virtually eliminated --
Communist China. I must emphasize
that I do not cite this
example as approval of their
form of government. I abhor
communism, and would certainly
not advocate swapping one evil
for another. 1 use communist

On Sept. l, four important bills,
sponsored by Assemblyman
Stuart R. Levine (R-Bethpage)
to meet day - to - day needs,
become law.
Assemblyman Levine said that
many daily living needs will be
met by providing increased
consumer and environmental
protection, fire and public health
safety and prohibition of
discriminatory abuse against the
blind.
Through Levine's legislation,
licensed pharmacists are now
required to wear ID badges while
on duty, the Attorney General is
empowered to seek injunctive
relief for serious sanitary
violations of the Public Health
Law, the Nassau County Fire
Marshall will be able to cut down
the length of time between

Ordinance and compliance With
the law and care service facilities
are prohibited from
discriminating against the
visually handicapped who seek
admittance.
These four bills were part of
Levine's legislative program
which was enacted this year.
"The practice by licensed
pharmacists of wearing ID
badges while on duty will provide
basic consumer protection by
assuring prescription drug
customers that their orders are,
in fact, being filled by qualified
pharmacists and NOT by other
drugstore personnel. Now, when
a customer enters the pharmacy,
he will be able to immediately
identify the pharmacist who will
be wearing a black and white
chest badge, Levine said.
"Under the new Public Health
Law, restrictions are established
on water supply to temporary
residences, including children's
camps and other temporary
dwellings such as hotels, motels
and trailer parks. Significant
environmental protection will be

provided by alleviating unsanitary
conditions which always
create ecological hazards.
"The Commissioner of Health
can now request the Attorney
General to seek injunctive relief
in addition to the presently
provided $1,000 penalty. This will
be extremely effective in forcing
violators to quickly correct
unhealthy conditions and is also
consistent with existing legal
provisions which control water
and air pollution, Levine continued.
"Another bill will encourage
voluntary compliance with
Nassau County's Fire Prevention
Ordinance. Until now, compliance
has been achieved
through the cooperation of offenders.
Unfortunately, though,
some persistent violators have
created severe safety problems
by being allowed to wait long

On Tuesday, August 13, three
representatives from Birthright
met with the staff and volunteers
of PEOPLE at its new residence
at 242 Park Avenue, Bethpage.
The representatives were Bruce
Duncan, Vice-President of
Birthright t; John Connell,
Director of Educational Services,
and Noreen Maher, volunteer at
the Birthright facilities located at
206 Main Street in Farmingdale.
Birthright is an emergency
telephone service established to
aid any girl or woman who is
faced with an unwanted or untimely
pregnancy, and is seeking
positive alternatives to abortion.
The purpose of Birthright is to
inform the woman about the
positive alteratives to abortion
available to her and thus enable
her to choose what is best both for
herself and her baby. The non-sectarian
organization is staffed
solely by volunteers and totally
funded by individual contributions.
In addition to offering
counseling, pregnancy testing and
medical services, birthright
further asists the client in
securing the necessary housing,
financial assitance and emotional
support to see her through a
healthy pregnancy.
The meeting began with a slide
presentation illustrating the
development of an embryo and
elaborating on the reasons for
which Birthright was founded.
Pamphlets were then distributed,
and the purpose and services
offered by Birthright were explained.
This was fou. ved by a
periods of time before court
appearances.
"My new law authorizes the
Nassau County Fire Marshall to
issue appearance tickets to
violators so that rapid action can
be taken.
"Another new law will also help
to eliminate the tragic and
inhuman abuse against the blind
who must seek admittance to
propietary nursing homes.
Numerous constituents have told
me that either they, themselves,
or their relatives have been
refused admittance to adult or
convalescent homes due to visual
handicaps. This discrimination is
now spelled out by law and is
strictly prohibited. The State's
blind who are incapable of
adequately providing for their
own care will now be protected
against this thoughtless abuse,"
Levine congluded.

stimulating and informative.
